Regulations of the "Giovanni Tabacco" Library
approved by the Library Commission on May 16, 2018
Art. 1 - Definition
1. The “Giovanni Tabacco” Library is a library of the Department of Historical Studies, part of the Area Library Services of the Humanities Centre, one of the centers in which the University of Turin and the University Library System (SBdA) are divided.
Art. 2 - Objectives and purposes
1. The “Giovanni Tabacco” Library is equipped with its own bibliographic funds, the development of which it guarantees through its bodies, in a harmonious way and according to the needs of the scientific communities, in coordination with the SBdA as a whole.
2. It is part of the Area Library Services, which ensure the functioning and provision of services to the public, in compliance with the service charter and the SBdA regulations. Furthermore, the Area Library Services:
to. they take care of the protection of the bibliographic heritage, the harmonization and coordination of services to the public;
b. following the indications of the Library Commissions, they take care of the development of the collections and access to online information resources, according to research, teaching and third mission needs, with particular attention to integration with the territory and the development of users' information skills;
c. within the guidelines of the SBdA, they develop innovative projects for the management of services, the valorisation and care of collections, promoting collaboration between the libraries belonging to the Center and similar Centres.
Art. 3 - Library bodies
1. The following are bodies of the Library:
to. the President of the Library;
b. the Library Commission.
2. The Library Commission is made up of:
to. a number of teachers of not less than two and not more than six, designated by the relevant Department Council according to the disciplinary areas involved;
b. a student representative.
3. The Manager of the Polo Library Services Area or his delegate participates in the Commission meetings without the right to vote.
4. The Commission elects the President of the Library from among the teachers who are part of it. The President is part of the Polo Library Council, the coordination and policy body of the Polo Libraries, for the duration of his mandate.
5. The President convenes and chairs the Commission, formulating the agenda; represents the Library for scientific purposes; supervises the implementation of the Commission's guidelines; communicates to the Commission the guidelines developed by the SBdA and encourages their implementation; annually prepares, in collaboration with the Manager of the Polo Library Services Area, a report on the activities and condition of the library.
6. The Library Commission approves the Library regulations; annually plans and coordinates, taking into account the proposals of the Manager of the Polo Library Services Area:
to. the expenses for the purchase of bibliographic material relating to the disciplinary areas of reference, deciding on the possible distribution of the resources assigned to the scientific areas and on the criteria for the acceptance of purchase proposals;
b. expenses intended for the conservation of the existing book heritage;
c. the collection revision policies, approving the lists for the discarding of bibliographic material that is no longer usable or irrelevant.
7. The Library Commission meets at least once a year and is convened by the President on his own initiative or upon a reasoned request from at least two members.
8. The Library Commission remains in office for three years. The mandate of the student representatives is two years.
Art. 4 – Users
1. Library users are divided into two categories: internal users and external users.
2. Internal users are teachers and researchers of the University of Turin, including those who temporarily carry out teaching or research activities in the University and, in particular, temporary members referred to in the operating regulations of the Departments; students regularly enrolled at the University of Turin; the technical-administrative staff of the University of Turin; students and teaching, research and technical-administrative staff who belong to medical, scientific and cultural institutions with which the University of Turin has stipulated specific agreements which provide explicit reference to library services.
3. External users are all those who are accredited directly by the Libraries for study or research reasons; the retired staff of the University of Turin; former students; students and teaching, research and technical-administrative staff who belong to medical, scientific and cultural institutions with which the University of Turin has stipulated specific agreements that do not provide explicit reference to library services.
4. Accredited external users access the services and electronic resources acquired by the University of Turin in accordance with the directives of the Directorate responsible for the University's information systems, Title IV of the SBdA Regulation, and the licenses for use of electronic resources signed by the University of Turin.
5. Users who cannot be accredited are admitted to consultation on site and to participation in cultural and third mission activities aimed at the territory by the Library.
Art. 5 - Access to services and rules of conduct
1. Access to the Library reading room is free for internal and external users.
2. The services are provided on the basis of the service charter, in accordance with the provisions of this regulation and according to any guidelines approved by the SBdA Steering Committee. The methods of use and provision of services are differentiated based on the categories of users, defined on the basis of the art. 4 of this Regulation.
3. In the Library it is possible to access the Internet, subject to authentication.
4. In the Library it is a duty to maintain decorous, correct and respectful behavior. In particular it is prohibited:
• steal or damage books, tools and equipment from the Library;
• make marks or write on books and documents in the Library;
• disturb study and work activities;
• use an unsilenced cell phone: if you receive a phone call, you must leave the study and reading areas;
• reserve reading places and fill them beyond what is necessary;
• access the deposits;
• consume food and drinks in places not explicitly designated;
• smoking and using electronic smoking devices;
• introduce animals, except guide dogs for the blind;
• use, where present, the lockers outside the Library opening hours.
Art. 6 - Services
1. Bibliographic information and on-site consultation
to. The bibliographic information service and the document consultation service are provided to all users. The number of daily requests and the consultation methods are specified in the table attached to this regulation (tab. 1 "CONSULTATION AND LOAN").
b. Ancient, rare or valuable material, microforms, cartography and archival material can be consulted with the prior authorization of the librarian.
2. Loan
to. Internal users and accredited external users are automatically eligible to borrow. The number of loanable volumes, the duration of the loan and the duration and number of any extensions are determined based on the type of users, according to the table attached to this Regulation (tab. 1 "CONSULTATION AND LOAN").
b. The following are normally excluded from the loan: periodicals; degree and doctoral theses; electronic and multimedia resources; microfilm and microfiche; ancient, rare or valuable material; general reference works (such as, for example, dictionaries, encyclopedias, atlases, cartography...); texts in poor condition, at the sole discretion of Library staff; any other publication which the Library deems necessary to allow for on-site consultation only. The loan of materials acquired with EDISU funds is bound to the current regulations of the Institution for the Right to Education.
c. To be admitted to the loan service, the user must present a valid university card or identity document. The loan is personal and non-transferable: the beneficiary is responsible for the integrity of the work received and for its return within the deadline. Loan by proxy is permitted with written authorization, photocopy of an identity document of the delegating person and presentation of an identity document of the delegate.
d. The user who receives a work on loan must check its integrity and state of conservation and inform the staff of any defects or imperfections when collecting the work.
And. The user who does not return a work received on loan on time is suspended from the loan service for a period of time equal to double the delay. In the event of failure to return a work received on loan, the Library reserves the right to sue the user before the judicial authorities (art. 646 of the Penal Code, crime of misappropriation).
f. The user who, having received a work on loan, does not return it (due to loss, theft, etc.) or returns it damaged, is required to replace it with another copy of the same edition or - if this is not possible - another edition agreed with the librarians.
g. Graduating students are required to return books on loan before discussing their degree or doctoral thesis.
3. Interlibrary Loan (ILL: Inter Library Loan)
to. The Library promotes the circulation of its bibliographic heritage, favoring institutions that adopt reciprocity criteria, in harmony with the IFLA principles for the promotion of resource sharing and unlimited access to information and in compliance with the regulations on the protection of copyright (Law 633/1941 and subsequent amendments).
b. For this purpose, the Library forwards loan requests to other Italian or foreign libraries on behalf of its members; the material received is subject to the regulations of the supplying library. Likewise, the Library processes interlibrary loan requests from libraries outside the University.
c. The request methods, conditions and any tariffs are specified in the table attached to this Regulation (tab. 2 “ILL”).
d. The provisions of the previous art. also apply to ILL. 6.2 letters d, e, f.
4. Document delivery (DD: Document Delivery)
to. For the same objectives mentioned in art.6.3 letter a, the Library forwards requests for the supply of documents to other Italian or foreign libraries on behalf of its members; the copied documents, in compliance with the regulations on copyright (Law 633/1941 and subsequent amendments), are delivered to the user exclusively in paper format. Likewise, the Library provides partial reproductions of its materials to other libraries.
b. The request methods, conditions and any tariffs are specified in the table attached to this Regulation (tab. 3 "DD").
5. Reproductions
to. Reproduction for personal use of articles or excerpts of works inside or outside the Library premises is permitted in compliance with copyright legislation (Law 633/1941 and subsequent amendments).
b. Library staff may not allow the reproduction of some works in poor condition or particularly damaged. Ancient, rare or valuable material may only be reproduced with the prior authorization of Library staff.
6. Advanced reference and training activities
to. The Library provides support for bibliographic research (so-called advanced reference) to all users.
b. The Library can organize training activities on the methodology of bibliographic research and the use of resources.
7. Website
to. The Area Library Services of the Humanities Center take care of updating the information relating to the services.
Art. 7 - Purchase proposals
1. Users can propose the purchase of bibliographic material.
2. Suggestions will be accepted in accordance with budget availability and consistency with the collection development policy established by the Library's governing bodies.
Art. 8 - Reports
1. The user can forward any reports or suggestions to the Library.
Art. 9 - Protection of privacy
1. The Humanities Center Area Library Services guarantee confidentiality in the processing of users' personal data, in compliance with current legislation.
