REGULATIONS of the HISTORICAL LIBRARY OF THE “ARTURO GRAF” UNIVERSITY

Article 1. Definition

 

1.1 With resolution 9/2014/V/12 of 30 September 2014, the Board of Directors approved the transition from the departmental library to the “Arturo Graf” University Historical Library.

 

1.2 The Library provides services to support research and teaching in the disciplinary fields relating to literature, linguistics, philosophy, philology, art, journalism, librarianship, also thanks to the presence of personal book collections of professors and scholars from the University and the area. It also aims to be an open space for communities of interest not specifically linked to academic disciplinary contexts, to which high-level documentary resources and services can be offered, an expression of that "Third Mission" of the University which is aimed precisely at the cultural, social and economic development of society, through the communication and dissemination of knowledge in a direct relationship with the territory and its actors.

 

1.3 The Library belongs to the Humanities Center of the University Library System, with which it coordinates in defining its objectives of valorisation, services to the public and management of collections.

 

1.4 The Library is a second level responsibility centre, in accordance with the University Regulations for administration, finance and accounting.

 

1.5 The staff necessary for the functioning of the Library depends on the Research and Third Mission Directorate. The Library can also make use of fixed-term collaborations and voluntary collaborations in various capacities.

 

 

 

Article 2. Objectives

 

2.1 The "Arturo Graf" University Historical Library has the following objectives:

 

• guarantee to teachers, researchers and students of the University and to teachers, scholars and external users, in compliance with the Library Services Regulations, the consultation, in the appropriate forms and with the greatest possible breadth, of the bibliographic sources available in paper and electronic format;

 

• acquire, organize, catalog and preserve the bibliographic and documentary heritage to support teaching, research and Third Mission activities, according to the directives of the University Library System and professional standards;
• make the aforementioned heritage available through efficient library services, with particular attention to user satisfaction;

 

• collaborate in the organization of University exhibitions and exhibitions, to be held in the Library hall adjacent to the reading room;

 

• activate collaborative and consultancy relationships with public and private bodies in order to enhance information services, in compliance with current legislation.

 

 

 

Article 3. Library bodies

 

3.1 The bodies of the Library are:

 

• The President of the Library;

 

• The Library Commission.

 

 

 

Article 4. The President of the Library

 

4.1 The President of the Historical University Library “Arturo Graf” is the Rector's Delegate for the University Library System; where the delegate does not exist, he or she is a professor from the University of Turin indicated by the Rector.

 

The President:

 

• convenes and chairs the meetings of the Library Commission, establishing the agenda, after consulting the Manager;

 

• represents the Library for scientific purposes and takes care of relations with local and national institutions and academic bodies, assisted to the extent of his competence by the Manager;

 

• supervises the implementation of the scientific guidelines established by the Library Commission;

 

• communicates to the Library Commission the guidelines developed by the University Library System, encouraging their implementation;

 

• annually prepares, in collaboration with the Manager of the Polo Library Services Area, a report on the activities and condition of the Library.

 

 

 

Article 5. The Library Commission

 

5.1 The Library Commission is made up of:

 

• one teacher for each Department belonging to the Humanities Hub, designated by the respective Department Councils;

 

• a student representative.

 

 

5.2 The Manager of the Polo library services area or his delegate also participates without the right to vote.

 

5.3 The Library Commission meets at least once a year and is convened by the President on his own initiative or upon a reasoned request from at least two members.

 

5.4 The Library Commission carries out the following functions:

 

• approves the regulations;

 

• annually plans the expenses for the purchase of bibliographic material;

 

• annually plans the expenses for the conservation of the existing book heritage, taking into account the proposals of the manager of the Polo library services area;

 

• plans collection review policies.

 

5.5 The Library Commission remains in office for three years. The members of the Commission cannot be elected for more than 2 consecutive terms.

 

 

 

Article 6. Users

 

6.1 Library users are divided into two categories: internal users and external users.

 

6.2 Internal users are teachers and researchers of the University of Turin, including those who temporarily carry out teaching or research activities in the University and, in particular, temporary members referred to in the operating regulations of the Departments; students regularly enrolled at the University of Turin; the technical-administrative staff of the University of Turin; students and teaching staff of medical, scientific and cultural institutions with which the University of Turin has stipulated specific agreements that provide explicit reference to library services.

 

6.3 External users are all those who are accredited directly by the Library for study or research reasons; the retired staff of the University of Turin; former students; students and teaching, research and technical-administrative staff who belong to medical, scientific and cultural institutions with which the University of Turin has stipulated specific agreements that do not provide explicit reference to library services.

 

6.4 Accredited external users access the services and electronic resources acquired by the University in accordance with the directives of the Directorate responsible for the University information systems, Title IV of the University Library System Regulations, and the licenses for use of electronic resources signed by the University of Turin.

 

6.5 Users who cannot be accredited are allowed to consult on site and participate in cultural and Third Mission activities aimed at the territory by the Library.

 

 

 

Article 7. Access to services and rules of conduct

 

7.1 Access to the Library reading room is free for internal and external users.

 

7.2 The services are provided on the basis of the internal regulations approved by the Library Commission, in compliance with the provisions of the SBdA Regulations and according to any guidelines approved by the SBdA Steering Committee. The methods of use and provision of services are differentiated based on the categories of users, defined on the basis of the art. 6 of this Regulation.

 

7.3 In the Library it is possible to access the Internet, subject to authentication.

 

7.4 In the Library it is a duty to maintain decorous, correct and respectful behavior. In particular it is prohibited:

 

• steal or damage books, tools and equipment from the Library;

 

• make marks or write on books and documents in the Library;

 

• disturb study and work activities;

 

• use an unsilenced cell phone: if you receive a phone call, you must move away from study and reading spaces;

 

• reserve reading places and fill them beyond what is necessary;

 

• access the deposits;

 

• consume food and drink;

 

• smoking and using electronic smoking devices;

 

• introduce animals, except guide dogs for the blind;

 

• use, where present, the lockers outside the Library opening hours.

 

 

 

Article 8. Services

 

 

8.1 Bibliographic information and on-site consultation.

 

a) The bibliographic information service and the document consultation service are provided to all users. The number of daily requests and the consultation methods are specified in the table attached to this regulation (tab. 1 "CONSULTATION AND LOAN").

 

b) Ancient, rare or valuable material, microforms, cartography and archival material can be consulted with the prior authorization of the librarian.

 

 

8.2 Loan.

 

a) Internal users and accredited external users are automatically admitted to the loan. The number of loanable volumes, the duration of the loan and the duration and number of any extensions are determined based on the type of users, according to the table attached to this Regulation (tab. 1 "CONSULTATION AND LOAN").

 

b) Normally the following are excluded from the loan: periodicals; degree and doctoral theses; electronic and multimedia resources; microfilm and microfiche; ancient, rare or valuable material; general reference works (such as, for example, dictionaries, encyclopedias, atlases, cartography...); texts in poor condition, at the sole discretion of Library staff; any other publication which the Library deems necessary to allow only on-site consultation. The loan of materials acquired with EDISU funds is bound to the current regulations of the Institution for the Right to Education.

 

c) To be admitted to the loan service, the user must present a valid university card or identity document. The loan is personal and non-transferable: the beneficiary is responsible for the integrity of the work received and for its return within the deadline. Loans by proxy are permitted with written authorization, photocopy of an identity document of the delegating person and presentation of an identity document of the delegate.

 

d) The user who receives a work on loan must check its integrity and state of conservation and report any defects or imperfections to the personnel in charge when collecting the work.

 

e) The user who does not promptly return a work received on loan is suspended from the loan service for a period of time equal to double the delay. In the event of failure to return a work received on loan, the Library reserves the right to sue the user before the judicial authorities (art. 646 of the Criminal Code, crime of misappropriation).

 

f) The user who, having received a work on loan, does not return it (due to loss, theft, etc.) or returns it damaged, is required to replace it with another copy of the same edition or - if this is not possible - of another edition agreed with the librarians.

 

g) Graduating students are required to return the books on loan before discussing their degree or doctoral thesis.

 

 

8.3 Interlibrary Loan (ILL: Inter Library Loan)

 

a) The Library promotes the circulation of its bibliographic heritage, favoring institutions that adopt reciprocity criteria, in harmony with the IFLA principles for the promotion of the sharing of resources and unlimited access to information and in compliance with the regulations on the protection of copyright (Law 633/1941 and subsequent amendments).

 

b) For this purpose, the Library forwards loan requests on behalf of its members to other Italian or foreign libraries; the material received is subject to the regulations of the supplying library. Likewise, the Library processes interlibrary loan requests from libraries outside the University.

 

c) The request methods, conditions and any tariffs are specified in the table attached to this Regulation (tab. 2 “ILL”).
d) The provisions of the previous art. also apply to ILL. 8 letters d, e, f.

 

 

8.4 Document delivery (DD: Document Delivery).

 

a) For the same objectives mentioned in art. 12 letter a, the Library forwards requests for the supply of documents to other Italian or foreign libraries on behalf of its members; the copied documents, in compliance with the regulations on copyright (Law 633/1941 and subsequent amendments), are delivered to the user exclusively in paper format. Likewise, the Library provides partial reproduction of its materials to other libraries.

 

b) The request methods, conditions and any tariffs are specified in the table attached to this Regulation (tab. 3 “DD”).

 

 

8.5 Reproductions.

 

a) Reproduction for personal use of articles or excerpts of works inside or outside the Library premises is permitted in compliance with copyright legislation (Law 633/1941 and subsequent amendments).

 

b) Library staff may not allow the reproduction of certain works in poor condition or particularly damaged. Ancient, rare or valuable material may only be reproduced with the prior authorization of Library staff.

 

 

8.6 Advanced reference and training activities.

 

a) The Library provides support for bibliographic research (so-called advanced reference) to all users.

 

b) The Library can organize training activities on the methodology of bibliographic research and on the use of resources.

 

 

8.7 Website

 

a) The Area Library Services of the Humanities Center take care of updating the information relating to the services.

 

 

 

Article 9. Purchase proposals

 

9.1 Users can propose the purchase of bibliographic material.

 

9.2 Suggestions will be accepted in accordance with budget availability and consistency with the collection development policy established by the Library's governing bodies.

 

 

Article 10. Reports

 

10.1 The user can forward any reports or suggestions to the Library.

 

 

Article 11. Protection of privacy

 

11.1 The Humanities Center Area Library Services guarantee confidentiality in the processing of users' personal data, in compliance with current legislation.
